HARTFORD — Gov. Dannel P. Malloy is proposing to spend $56.4 million in two initiatives that will boost the number of alternative schools and separately transform 25 of the lowest achieving schools in the next two years.
They represent a major part of his educational reform agenda that he will present in more detail when he addresses the opening of the legislative session Wednesday and delivers the state of the state.
So how do you measure productivity gains in education? What measurement will be used to call this pilot a success or failure?
